The argument seems to run that, while he's clearly fantastically talented, he's only 9 at the moment. The general consensus on Wikipedia has been that you need to play at least one game for the senior team to earn an article, and Rhain's still a few years away from that.
A secondary line of argument says that something gets into Wikipedia if it's covered by multiple third-party sources, which he certainly has been. The question then becomes whether or not this coverage is just of the "And finally tonight, a little kid who can play like Pele" variety, or whether it's actually a more serious thing. If it's more serious coverage, he may qualify under a sort of "general" heading, rather than the sport-specific one.
