The Lyons Review (http://www.hm-treasury.gov.uk/consultations_and_legislation/lyons/consult_lyons_index.cfm) conducted a study to determine the scope of relocating public sector jobs out of London. The findings were published in March 2004 and identified 20,000 jobs that could move out of London and the South East. A further 7,000 jobs would no longer be required. I know it doesn't sound like much, but at least it seems like a start. I'm entering new territory in this regard, so it will take me some time to know more about it and how successful it has been since then. What I do know is that one government department, the Office for National Statistics (http://en.wikipedia.org/wiki/Office_for_National_Statistics), has already started relocating jobs out of its London office. Moreover, London is no longer its head-office and it will even close down by April 2010. I also know that the LibDems are campaigning to move the Treasury (http://www.libdems.org.uk/government/issues/slimminggovernment.html) to Liverpool. As and when I get more info, I will either make a post about it, or leave it as a comment here.
